Told the Inquiry that sometimes "individuals reach for regulation in order to deal with failures of character or morality, and sometimes that regulation is right and appropriate but some of us believe that before the case for regulation is made, the case for liberty needs to be asserted as well".
Responding to Inquiry questions, Gove outlines his background in journalism, the involvement of media organisations in matters under his purview as Education Secretary, his department’s relations with media, his own relationships with and views on the media, including with Rupert Murdoch, and its possible influence on government policies. He also comments on his speech relating to the Leveson Inquiry, of which a transcript is in Exhibit MG11.

In the second part of the session discussion moves to freedom of expression, regulation and the law, with Lord Justice Leveson taking an active part. In particular the judge tests on Gove some ideas about regulation, arbitration and costs that will ultimately form part of his recommendations. Gove is cautious, and raises the question that news publishers who wish to be ‘buccaneers’ may be penalised.
